Job Description:

General ResponsibilitiesUnder the general direction of the Assistant Superintendent of Business Services & Operations, the Controller is responsible for oversite and general management of internal fiscal services for ESD 112 agency reporting. This position will be full-time, 12 months.Essential Functions/Other FunctionsEssential Functions:

  • Manage comprehensive fiscal services for ESD112 accounting department: accounting in accordance with Generally Accepted Accounting
  • Principles, policy & procedure compliance, forecasting and other duties as assigned.
  • Establish internal controls and internal audit practices to ensure accuracy in financial documents and financial transactions.
  • Provide oversight and support for ESD112 payroll team.
  • Responsible for all banking/treasurer transactions and relationship management, including monthly reconciliation of all accounts; oversee management of merchant service accounts (credit cards).
  • Assist with preparation, implementation and monitoring of the annual budget for ESD112.
  • Support the Assistant Superintendent as a liaison to OSPI, OFM, SAO and other state and federal departments.
  • Train, supervise and evaluate department staff, as assigned.
  • Ensure ESD112 program compliance with all state and federal laws, and grant requirements. Ensure timely maintenance and update of policies and procedures and supporting forms, guidelines and resources. Ensure agency-wide communication and training for policy & procedure compliance and oversee maintenance of intranet resources for the department.
  • Support process improvement and system implementation initiatives, including continuous improvement in utilization of resources and staff skills development.
  • Supervise preparation and submission of all required ESD112 financial statements. Direct Business Services response, in coordination with the Assistant Superintendent, for all local, state and federal monitoring and audits. Collaborate with the Financial Services Director on grant cutoffs and SEFA schedule reporting.
  • Provide presentations of financial data to the superintendent, cabinet and board of directors and program managers for programs as requested.Other Functions:
  • Other duties as assigned.Minimum/Preferred Qualifications & SkillsMinimum Qualifications:
  • Bachelor's degree, with the credit equivalency of a major or minor in business or accounting.
  • Five years of experience in a local school district, business office or similar experience in a governmental or non-profit agency working in the areas of accounting, budgeting and financial reporting.
  • Demonstrated depth of knowledge of Generally Accepted Accountint Principles (GAAP) full accrual basis.
  • Supervisory experience.
  • Experience working with automated accounting systems.
  • Experience building and maintaining electronic spreadsheets.Preferred Qualifications and Skills:
  • Experience in a regional education service agency, school district business services, or state/local government agency.
  • CPA (inactive OK) or demonstrated work experience in a public accounting environment.
  • Experience with the WESPaC fiscal system; electronic records management systems.Working Conditions/Employment RequirementsWorking Conditions/Physical Requirements:
  • Travel within ESD 112 service region; occasional Washington state regional travel for meetings and/or conferences.
  • Extended or flexible hours as necessary.Employment Requirements:
  • Successful completion of a criminal history and fingerprint check through the Washington State Patrol and FBI.
