across a number of cities within Clark, Skamania and Klickitat
counties. This position works at our Operations Center in
Vancouver, WA supporting over 250 employees throughout our

Position Summary
The Finance Manager is responsible for the oversight and management
of all financial aspects of the library district, including
financial reports, budget management, payroll, accounts receivable
and payable, and cash flow. This position prepares all financial
statements, and interfaces with all departments. As a member of the
Executive Director's team, the Finance Manager helps ensure that
the Finance and Accounting Department is an integral part of
organizational decision making processes and supports the
Districts' strategic plan. The Finance Manager serves as the
primary point of contact with the State Auditor, county treasurers
and any vendors that interface with the software for this
department. This position supervises the Finance Coordinator, the
Payroll Specialist and the Accounting Specialist.
Compensation & Benefits
This position earns between $77,600 and $116,400 per year. We are
willing to consider a higher starting wage for candidates who
exceed the minimum qualifications for the position.
We have an excellent benefit package. FVRLibraries covers 90-95% of
full-time employees' health insurance premium cost and 90-100% of
dental insurance premium costs. In addition we provide employees
with Life Insurance, AD&D and Long Term Disability Insurance at
no cost to the employee. Employees have the ability to enroll in
additional, voluntary insurance plans.
Our employees enjoy 12 paid holidays throughout the year. Full time
employees accrue 8 hours of sick leave per month. The initial
vacation leave accrual is 11 hours per month; this increases over
time based on years of employment. We also offer other types of
paid time off for situations such as jury duty, bereavement leave,
inclement weather and more.
Education & Experience
To be considered for this opportunity, candidates must meet the
following:
Five to eight years of experience in Finance working for a
government entity or municipal corporation. Experience in
Washington State is preferred.
Five years of experience as a manager or department director for
the financial services of a public or government entity, including,
but not limited to budgeting administration and managing
information system activities related to accounting and
payroll.
Bachelor's degree in accounting, finance, business or related field
of study required or equivalent.
Certified Public Accountant (CPA) License and/or Certified Public
Financial Officer designation is desired.
