Summary

This position is a Lead Civil Engineer (Geotechnical)/Lead Geologist (Engineering Geologist) for the Engineering Geologist group in the Western Federal Lands Highway Division (WFLHD) of the Federal Highway Administration (FHWA). You will serve as the team lead in support of road, bridge, and trail projects and other assignments for WFLHD. You will serve as the policy and technical advisor on program and project related issues associated with the engineering geology discipline within the WFLHD.

    Duties

    This is an Interdisciplinary position, which means the position requires experience and knowledge that could come from either the Geologist (GS-1350) or the Civil Engineer (GS-0810). As such, the position can be filled in either series, but all applicants must meet the education and experience requirement of at least one of these series.

    As a Lead Civil Engineer (Geotechnical) / Lead Geologist (Engineering Geologist), you will:
    • Serve as the Division advisor on engineering geology issues and associated technical approach, solutions, and construction for WFLHD delivered projects.
    • Ensure that all work associated with the engineering geology discipline for projects delivered by WFLHD is technically sufficient and in accordance with all applicable policy, standards and guidance.
    • Perform geologic site reconnaissance and field investigations, which may include desktop geologic and geotechnical file and map reviews, GIS reviews, and on-site reconnaissance and mapping of project site and geologic hazard areas.
    • Interpret field data and material testing results, develop geologic/geotechnical models with strength parameters based on field/lab/instrumentation data, and conduct analyses for soil and rock slope stability and for other geotechnical areas.
    • Document methods, findings, and recommendations in geotechnical memos and reports.
    • Provide construction support for engineering geology related design elements. The ideal candidate is a mid-career geotechnical practitioner with expertise in engineering geology and demonstrated leadership working with engineering geology staff and in relationship building with internal and external customers. The candidate would also desire national-level responsibility providing technical guidance, leadership, and coordination with other FHWA offices and external organizations.

        • TELEWORK ELIGIBILITY: This position is approved for occasional telework.             For the GS-13:

            On Experience, you must have at least one year of experience, equal or equivalent to the GS-12 grade level, which included:
            • Experience in geologic site reconnaissance, field mapping techniques/approaches, subsurface geotechnical investigation tools/methods, and developing geotechnical laboratory testing plans and samples; AND
            • Experience in analysis, design, and preparation and review of appropriate documentation or reports of geologic/geotechnical features such as roadway subgrade stabilization, slope stability analysis, cut/fill slope design, landslide characterization/mitigation, intact rock mass and rock structural mapping, rockfall methods and mitigation, embankment construction, drilling and blasting techniques, foundations, or material source development; AND
            • Experience establishing and maintaining working relationships with partners and project stakeholders to effectively lead the delivery of highway projects related to engineering geology. You cannot substitute education at this grade level, you must have experience.

              KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will also be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

            • Knowledge and applied experience in engineering geologic site investigation and site characterization as it relates to the development of geotechnical elements for roadway, bridge, and trail projects.
            • Knowledge and applied experience in the practices, procedures, and policies of engineering geology as they relate to PS&E development of geotechnical elements and associated construction support.
            • Ability to develop and maintain contracts to obtain drilling or other consultant services.
            • Ability to provide leadership and supervision to enhance team performance. For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).               Education

              Individual Occupational Requirements for the 1350 Series, Geologist - to apply using this series, you must meet the requirements listed under A or B:

              A. Degree: geology, plus 20 additional semester hours in any combination of mathematics, physics, chemistry, biological science, structural, chemical, civil, mining or petroleum engineering, computer science, planetary geology, comparative planetology, geophysics, meteorology, hydrology, oceanography, physical geography, marine geology, and cartography.

              B. Combination of education and experience course work as shown in A above, plus appropriate experience or additional education.

              Evaluation of Experience: Acceptable experience may have been gained through geological field or laboratory work that provided a means of obtaining professional knowledge of the theory and application of the principles of geology and closely related sciences, e.g., geophysics, geochemistry, or hydrology. Such work generally must have involved making close observations, taking samples, handling various types of instruments and equipment, assembling geologic data from source materials, and analyzing and reporting findings orally and in writing. Experience that involved only one phase of geology work, e.g., collecting samples, would not be acceptable as providing the required professional knowledge of the theory and principles of geology. In some situations, professional scientific experience in other fields may be accepted in part as professional geological experience. Such experience must have been preceded by appropriate education in geology or by professional geological experience, and must have contributed directly and significantly to the applicant's professional geological competence. Examples include some positions in geophysics, mining engineering, soils science, physical oceanography, hydrology, climatology, biology, analytic or experimental chemistry, metallurgy, and comparable fields where the normal duties or results of investigations have been extended to the solution of geologic problems by the applicant. Ordinary functions of positions such as seismic, computer, petroleum or mining engineer, mine superintendent, or metallurgist generally are not considered professional geological experience. To receive credit for geological experience obtained in positions that are not full-time professional geological positions, the applicant is responsible for indicating clearly the actual time or percentage of time devoted to geologic duties within such positions, and for giving adequate descriptions of the geologic functions.

              Individual Occupational Requirements for the 0810 Series, Civil Engineer - to apply using this series, you must meet the requirements listed under A or B:

              A. Successful completion of a degree in engineering that: (1) has at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) that included differential and integral calculus and courses (more advanced that first year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials; (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials; and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics;

              OR

              B. Combination of education or training: college level education, training and/or technical experience that has furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

              The adequacy of such background must be demonstrated by one of the following:
            • Professional registration or licensure - current registration as an Engineer Intern (EI), engineer in Training (EIT), or licensure as a Professional Engineer (PE).
            • Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
            • Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences which included the courses as specified in Paragraph A above.
            • Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. There should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering type experience.
