Summary This position is located in the Business Controls and Information (TFAI) organization of Field Strategy and Operational Excellence (TFA), Transmission Field Services (TF), Transmission Services (T). A successful candidate in this position will serve as amember of the Asset Management Data Team responsible for development, maintenance, and enhancement of processes for asset data management for all of TF. Responsibilities As an Asset Management Specialist (Data Management), you will: Lead user groups in analyzing work processes and data support requirements, identifies data that needs to flow among users and analysts, and works hands-on to better integrate the supporting databases among PSC, SPC, SUB, TLM, and HMEM (power systems control; systems protection control; substation maintenance; transmission line maintenance; vehicles and equipment.) Analyze how program policies and decisions affect data support requirements and recommends changes in business and/or data processes to improve the quality and relevancy of asset management data. Develop and run new and established queries to provide quarterly, midyear, and end-of-year analyses and reports, as well as ad-hoc reports as requested by users and senior-level managers. Serve as a systems data steward responsible for database accuracy, integrity, and consistency. Assist users with analyzing and solving input, retrieval, and other user problems impacting their respective functions. Visit outside organizations to exchange information and learn how they are using their software packages, and develops recommendations to leverage information technology to improve asset management decision-making. Qualifications SPECIALIZED EXPERIENCE REQUIREMENTSA qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) in the Federal service. Specialized experience for this position is defined as:1) conducting analysis of work processes and data support requirements; AND 2) developing or enhancing business data processes or database management systems to ensure efficiencies in integration of supporting databases across multiple areas of an organization. There is no substitution of education for experience at the GS-12 level. Your resume should demonstrate that you possess the following knowledge, skills, abilities and competencies (KSACs). Do not provide a separate narrative written statement. Rather, you must describe in your resume how your past work experience demonstrates that you possess the KSACs identified below. Cite specific examples of employment or experience and describe how this experience has prepared you to successfully perform the duties of this position. Database Management Systems - Knowledge of the uses of database management systems and software to control the organization, storage, retrieval, security, and integrity of data. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Partnering - Develops networks and builds alliances; collaborates across boundaries to build strategic relationships and achieve common goals. Strategic Thinking - Formulates effective strategies consistent with the business and competitive strategy of the organization in a global economy. Examines policy issues and strategic planning with a long-term perspective. Determines objectives and sets priorities; anticipates potential threats or opportunities. Systems Testing and Evaluation - Knowledge of principles, methods, and tools for analyzing and developing systems testing and evaluation procedures and technical characteristics of IT systems, including identifying critical operational issues. Technical Competence - Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues. Writing - Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a succinct and organized manner; produces written information, which may include technical material, that is appropriate for the intended audience. 'Experience' refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment.
