approval of their supervisor. Multnomah County Health Department's
Behavioral Health Division is seeking a strategic and experienced
leader for the Care Coordination Senior Manager position. This
pivotal role is responsible for the comprehensive management of the
region's largest Behavioral Health Care Coordination team,
overseeing all aspects of operations, staff, finance, contracting,
and negotiations. In collaboration with Health Department executive
leadership, the Senior Manager acts as a key representative for
Multnomah County in regional negotiations and partnerships with
high-level executives from local Coordinated Care Organizations
(CCO’s), hospitals, and the Oregon Health Authority. This includes
securing funding, coordinating benefits, and developing new
services and supports. The position is critical in ensuring the
alignment of provider networks across the division and continuing
the development of full systems of care to meet the needs of all
county residents with behavioral health needs, whether insured or
uninsured. Key responsibilities include participating in strategic
planning and design of clinical operations, managing the Care
Coordination Teams (CCT’s), and evaluating outcomes to ensure high
quality, member-centered support and continuous process
improvement. This role also provides direct oversight for
significant initiatives, the Choice Model Program, the Multnomah
Intensive Transition Team, the Wraparound Program, and a robust
portfolio of contracts. As the Care Coordination Senior Manager -
WOC , other duties will include: System of Care Management Oversee
Medicaid/Adult and Child Behavioral Health service delivery
systems, including Utilization Review, rates, claims, and program
development. Collaborate and negotiate shared administration with
Health Share, health plan, and County executives to develop
policies and procedures. Ensure Medicaid Quality and Compliance
with State/Federal regulations, interpreting OARs, ORSs, and CCO
contracts for contracted agencies. Provide clinical and operational
leadership for care coordination staff, developing clinical
protocols for member-centered, quality care. Address system gaps
and set priorities with executive leadership and regional partners,
communicating with CCOs and providers, and offering technical
assistance. Develop strategic direction, implementing healthcare
transformation and ACA expansion regionally with payor and
insurance executives. Supervision Lead a diverse group of people
toward a common vision with proven results related to motivation,
engagement, and goal attainment. Demonstrate leadership
effectiveness, analytical capability, and ability to design and
implement constructive change and clinical initiatives to improve
program and member outcomes. Support collaborative relationships
with providers that promote and achieve Triple Aim goals. Ensure
performance goals, expectations, and standards are clearly
understood by supervised staff, and ensure adherence to department
and organizational standards, policies and procedures. Hire,
orient, and train applicable employees, managers, and supervisors,
and evaluate current staffing levels for diversity, succession
planning, and internal stretch opportunities. Negotiates and
facilitates through cultural differences, conflicts, tensions and
misunderstandings, regularly evaluating staff performance and
maintaining a culture of accountability. Contract Management
Oversee Medicaid and applicable Addiction contracts, ensuring
compliance with performance measures. Provide technical assistance
when needed to treatment providers. Collaborate with Health Finance
and Business Management to develop timely workflow for contract
renewal/oversight. Collaborate with County Financial Audits and BH
Quality Team around contract compliance issues. Establish and
maintain strong relationships with Oregon Health Authority as the
program's payor. Financial Accountability Set overall budget for
the BH Care Coordination programs in collaboration with Health
Finance and the BH Director. Allocate budget internally and
externally to establish new contracts or terminate existing
contracts. Monitor expenditures through monthly financial reports.
Report budget status to Division Director(s) on a monthly basis.
Collaborate with CCO on contracts and related required reports.
Participate in development and monitoring of team/division budgets.
Collaboration Represent BH on appropriate local, state, and
regional committees and work groups. Pursue opportunities to
connect BH to broader learning and innovation platforms.
Collaborate with the Community Mental Health Program, Direct
Clinical Services, and Addictions Managers. Collaborate with the
treatment system and CCOs. Develop policy strategies for the
advancement of funding and services. Develop legislative strategies
for the advancement of funding and services. TO QUALIFY: We will

page. Required Minimum Qualifications/Transferable Skills:
Education/Training: Master's degree from an accredited college or
university in the mental health field with major coursework in
social science, or a related field demonstrating the capacity for
the required knowledge and skills to meet provider Qualified Mental
Health Professional (QMHP) credentialing requirements as required
by Oregon Administrative Rules ( OARs ) and the Mental Health &
Addiction Certification Board of Oregon (MHACBO) - more information
can be found at MHACBO website . Current QMHP-C, and/or licensed
Board of Oregon (LPC, LCSW, PhD,etc) (Required) Masters degree in
psychology or Masters degree in social work or counseling or
Masters degree in a behavioral science field
Experience/Certification: Three (3) to six (6) years of experience
that demonstrates the ability to perform the duties of the
position. Clinical supervisors/managers in mental health programs
shall meet QMHP requirements and have completed two (2) years of
post-graduate clinical experience in a mental health treatment
setting. Other: This position requires a background investigation,
which may include being fingerprinted. Preferred Qualifications/
