Position Organization Culture Transmission Technology Services Work Planning Delivery (TTBP) Planning Delivery function provides work demand planning and scheduling, resource capacity analysis reporting for all services delivered by the TT organization. This work includes portfolio, program, and project management services for all Transmission IT OT technology investments. TTBP is responsible for project planning coordination with Information System Owners, project management direction and oversight, workload prioritization processes and staffing for Transmission Technology managed systems. Other responsibilities of this group include workload prioritization processes, control center process improvement initiatives and representing the organization in technology innovation efforts. POSITION RESPONSIBILITIES Note All official drafts, documents and recommendations, as listed below, must be reviewed, finalized and approved accepted by appropriate Organization manager or other federal personnel with the authority to do so. Customer Support Services (as assigned by the Team Lead) Build solid working relationships with TT management, Transmission customers, and other point of contacts. Communicate effectively facilitation, cooperation, priorities and conflict resolution, with a wide variety of technical and business experts and stakeholders in both individual and group settings. Act as a liaison between technical and business teams. Provide first line technical support to business users of the developed solutions. Schedule and facilitate work request and intake discussions ndash gathering business requirements on work to be performed. Provide ongoing status updates to customers. Assist in the routing of work to appropriate service owners. Assist customers in resource request and commitments data cycles including demand forecasting and capacity analysis. Work Planning and Scheduling Coordination Create and maintain longshort term demand forecast models using advanced business knowledge for work types and roles. Accurately calculate and communicate resource requirements for multiple roles within all TT organizations. Generate in-depth ad-hoc data analyses and scheduled reports to meet the specific needs of leaders and users. Gather and analyze both qualitative and quantitative data for work and resource planning. Maintain and analyze timely analytics and metrics for reporting on service demand and resource capacity on a monthly, quarterly, annual or multi-year basis. Partner with colleagues across multiple teams and senior leaders to understand their staffing goals and recommend and implement a way forward. Facilitate and maintain consistent communication with the team lead and service owner on the execution of all business processes and systems related to TT work planning, scheduling, and delivery. Prepare, draft, and recommend changes and updates to user manuals, onboarding and training documentation. Tools and Database support Maintain data integrity and configuration of all work planning and scheduling tools. Evaluate information gathered from multiple sources, reconcile conflicts, decompose high-level information into details, abstract up from low-level information to a general understanding, and distinguish user requests from the underlying true needs. Assist BSA and other team members with QA and UAT activities such as testing and validating data from the MSP 2010 and 2016 tools, Power BI Reports, SharePoint sites, and ExcelAccess Allocation data base tool. This may include proofreading and correcting instructional material in the use of those system interfaces and quality validation activities involving data and reports in MS Project Server instance for the Transmission Technology Demand and Capacity tool. Coordinate the collection of the business requirements including business processes, roles and responsibilities, data requirements, and information for new services and improvement of existing Demand and Capacity services Conduct interviews and facilitate workshops to elicit business requirements and demand and capacity data. Design and develop appropriate reports in current applications this work will transition to the new tool that is replacing the ExcelAccess data base tool (i.e., the MS Project Server tool). The report content will expand to include demand data, long range planning and scheduling information. Document any new and keep current any existing deliverable documents including requirements, process diagrams, system design, workflow maps, project plans, change management plans, job aids and instructions, and user plans. Perform quality assurance testing to verify that demand and capacity data, processes, policies and other information are collected, accurately maintained, and reported Solution Development Maintenance In collaboration with, and under the governance of Organizationrsquos IT department, design SharePoint sites, design and build business reports and dashboards, tracking tools and recommend solutions based on requirements and best practices. Provide background information, technical input, solution options and weighted recommendations that facilitate decision making and that will enable key requirements of the subject initiative andor other projects to be met. This may include arranging, attending and facilitating decision-making sessionsmeetings with Organization management, executives and key stakeholders, including drafting agendas, answering technical questions and presenting information, options and recommendations for decision-maker consideration. Recommend and assist management in developing solutions that integrate the various TT services and project portfolios and tasks across the various systems in TT and Transmission. Analyze solutions and business practices for efficiency and effectiveness. Based on the analyses, initiate continuous improvement initiatives. Facilitate various system verification activities such as systems and user testing. Complete documentation for all continuous improvement efforts (including use cases, requirements, test plans, process maps, and desk procedures) and work closely with development team and business teams to help enable successful implementation. Change Management Draft and prepare training documentation for users on business processes, policies, and technology tools. Participate in identifying change impact for impacted groups and contribute to or complete change management products, analysis reports, and other documentation. Assist team lead and manager with business readiness strategy and actions. Assist team lead and manager with preparation for and facilitation of integrated planning sessions. Participate and assist in informational presentations andor sessions with a variety of employees ranging from line workers to executives, in both small and large groups. Prepare, draft, and recommend new or revised change management processes, procedures andor workflows to meet address customer end-user requirements. REQUIREMENTS Education Corresponding Experience (required on matrix) A Bachelorrsquos degree in Business Administration, Management, Behavioral Sciences, Information Management Systems, Business or Business Systems (or related field) is preferred. With an applicable Bachelorrsquos degree, 8 years of experience is required. With an applicable Associatersquos degree, 10 years of experience is required. Without an applicable degree, 12 years of experience is required. Experience should include businessprocess analysis, re-engineering, and optimization in relation to implementing IT systems. Required Technical Skills Experience (required on matrix) 8 years of experience stakeholder or customer relationship management 8 years of experience in strategic problem identification and solution modeling 8 years of experience with group facilitation 8 yearsrsquo experience with technical interviewing skills sufficient to Conduct functional and cross functional Interview in the business environment Elicit and define requirements. Facilitate groups through process design and requirements gathering sessions. 5 yearsrsquo experience using database design and administration. 5 yearsrsquo experience with SharePoint, Microsoft Project, Visio andor other flowchart tool, Excel (including pivot tables, charting and building reports). 5 yearsrsquo experience with reporting platforms and applications ndash Power BI preferred. 5 yearsrsquo technical writing skills sufficient to present information in various forms such as textual, graphical and statistical.
