DutiesSummaryThis position is located
in Office of Engineering for Western Federal Lands Highway Division
(WFL). This position's primary function is to serve as the
Division's Technical Expert in the oversight of WFL's Project
Management Information System (PMIS). The PMIS encompasses all of
the components of WFL's project scheduling system (Oracle Primavera
P6), as well as it's integration with other government systems
(i.e. account and financial management systems).ResponsibilitiesAs
a Transportation Specialist, you will:
- Be responsible for developing, setting, documenting and
maintaining the policies and procedures for the management and
operation of the system, assuring its proper use throughout the
Division, assuring the quality of the system data, and sharing PMIS
expertise with FLH and our partner agencies.
- Provide or oversee technical assistance in the selection and
award of consultant services contracts by preparing the description
and scope of work, reviewing submittals and participating in
negotiations.
- Advise Division Leadership on the information capability
provided and constantly examine and analyze the information to
determine improvements that would assist management.
- Be responsible for developing new ways to utilize the PMIS for
WFL and the other divisions and for the training, and oversight of
training, related to the operation and use of the PMIS.
- Provide technical review and oversight of the consultant
services required to maintain and guide the operations and
effective capabilities of PMIS.The ideal candidate has a strong
technical background on highway construction means and methods,
including a strong understanding on the scheduling and project
management aspects of delivering highway construction projects. The
ideal candidate will possess highly effective communication,
analysis, and collaboration skills to successfully provide
technical support and recommendations to better deliver Western

experience qualifications for the grade at which you are requesting

one year of experience equal or equivalent to the GS-11 it must
include:
- Experience delivering highway construction projects and working
with project schedules.
- Experience developing or assisting with the development of
program procedure and training documents.
- Experience providing leadership in a team environment.
- Experience communicating verbally and in writing to peers,
division leadership, technical experts and/or interagency
personnel.To qualify for the Grade 13, you must have at least one
year of experience equal or equivalent to the GS-12, it must
include:
- Experience monitoring highway construction projects, working
with database systems, and using project management and database
management information systems.
- Experience coordinating project management services, developing
and managing schedules and budgets, and developing program
procedure and training documents.
- Experience providing leadership on a team to achieve division
and agency goals.
- Experience communicating verbally and in writing to peers,
division leadership, technical experts and/or interagency
