Job Description:
_ Business Analyst 3 _Our client, a leading Pacific Northwest
utility provider committed to public service and environmental
preservation, is looking for a Business Analyst for their
Vancouver, Washington location. This position will support
Transmission Engineering and capital and expense projects by
gathering and analyzing information, conducting gap analysis,
documenting current and future states, identifying, and evaluating
solution alternatives, and defining processes.This position is a
one-year renewable contract that includes employee benefits! If you

Pay Range : $55.00 - $60.00/HR Location: Hybrid in Vancouver, WA (3
days onsite per two-week period)
Key Responsibilities for Business Analyst 3: Facilitate large teams
in problem-solving and identifying improvement opportunities using
methodologies like Kanban or GE Workout. Conduct organizational
maturity analysis, assess gaps, and create maturity roadmaps.
Provide analysis in developing tools for organizational alignment,
strategic content, and success roadmaps. Conduct research and
interviews to gather and understand customer/end-user requirements,
and present solution recommendations for management approval.
Collaborate with SMEs, analysts, and technical specialists to
perform root cause analysis and identify opportunities for business
or process improvement. Support, plan, and assist with the
development, recommendation, and implementation of approved
initiatives, studies, and projects. Plan and conduct sessions to
analyze and document current and future state processes and value
streams. Evaluate business process change impacts and recommend
appropriate mitigation activities. Perform analytical project
tasks, including requirements definition, validation, management,
and testing. Provide information/recommendations to facilitate
decision-making and ensure key requirements are met. Perform
testing of approved solutions, including creating new tools,
workflows, processes, and standards. Facilitate the definition and
documentation of business and functional requirements. Draft and
review requirements documentation, prioritize them, and obtain user
signoff. Prepare use cases and process models to support projects,
ensuring accuracy with user representatives. Collaborate with staff
to verify that all user requirements are met and obtain signoff.
Assist in developing test plans and trace acceptance criteria to
requirements. Provide input on schedules and plans, focusing on
analysis-related activities. Document user needs, business rules,
and steps required to develop or modify business solutions.
Maintain effective client and stakeholder relationships,
understanding and facilitating requirement changes. Translate
business requirements into solutions, research options/recommend
implementation methods. Collaborate with developers and SMEs to
balance usability and performance needs. Design templates and tools
to support project management, tracking progress, milestones, and
deliverables. Draft project deliverables including requirements,
diagrams, plans, and change management documents. Develop
documentation for process repeatability, training, and business
continuity. Facilitate resolution of conflicting priorities and
build consensus among stakeholders and team members. Mark/maintain
documents in compliance with security standards for accurate
record-keeping for audits.
Requirements for Business Analyst 3: A bachelor's degree in
information technology, business systems or a closely related
technical discipline is highly desired. 8 years of experience is
required with an applicable bachelor's degree. 10 years of
experience is required with an applicable associate degree. 12
years of experience is required without a degree or applicable
degree. Experience should be consistent with the specific
requirements of Information Technology, Business Systems, or other
related IT specialty. 5 years of experience applying methodology to
process improvement and optimization efforts across multiple
business units within a defined enterprise. Experience with
large-scale organizational change efforts. Technical interview
skills sufficient to facilitate group process design/requirements
gathering sessions in a business environment. Intermediate
proficiency in Visio (flowcharts), MS Project, Access, and
SharePoint.
